The Badge of Honor was a civilian award to the people instituted and conferred on a citizens for outstanding Men and Woman, In achievements, production, scientific research and social, cultural and other forms of social activity, for promotion of economic, scientific, technological, cultural and other ties between the other countries, and for significant contribution to the people to indicate some feat of service, a special accomplishment, a symbol of authority granted by taking an oath.
